Public Access and Meeting Registration

For virtual public meetings, the Authority will publish a meeting registration link on its website as part of the public meeting notice process. Individuals wishing to attend the meeting electronically must complete the registration process and provide the information requested in order to receive access credentials for the meeting. Registration is intended to support meeting administration, enhance security, protect the integrity of the proceedings, and assist in preventing unauthorized disruptions while maintaining public access consistent with applicable law.

The Authority reserves the right to establish reasonable registration, attendance, identification, and participation requirements for virtual public meetings, provided such requirements are administered in a manner consistent with the Pennsylvania Sunshine Act, applicable constitutional protections, and other governing laws. Failure to comply with the registration process or attempts to circumvent meeting access controls may result in denial of access to the virtual meeting platform.

Public Access and Removal of Disruptive Participants

The Pennsylvania Convention Center Authority ("Authority") is committed to conducting public meetings in accordance with the Pennsylvania Sunshine Act, 65 Pa.C.S. §§ 701-716, and other applicable laws governing public access to governmental proceedings. Members of the public have the right to attend and observe public meetings of the Authority, whether conducted in person or through an approved virtual meeting platform.

The right to attend a public meeting does not include the right to disrupt, obstruct, interfere with, or otherwise impede the Authority's ability to conduct official business. Consistent with the Authority's responsibility to maintain an orderly meeting environment, protect participants, preserve meeting security, and ensure compliance with applicable law, the Authority reserves the right to restrict, mute, suspend, remove, disconnect, or otherwise limit the participation of any individual whose conduct unreasonably disrupts the meeting or threatens the integrity of the proceedings.

Conduct that may result in removal or restriction includes, but is not limited to:

• Use of false identities, automated accounts, or other deceptive means to gain access to the meeting;

• Actions that prevent other attendees from observing or participating in the meeting as permitted by law;

• Unauthorized screen sharing, broadcasting, recording, or presentation of content;

• Repeated interruptions of meeting proceedings;

• Use of profane, threatening, harassing, abusive, or discriminatory language;

• Attempts to interfere with meeting technology, cybersecurity controls, or platform functionality;

• Conduct that violates applicable laws, Authority policies, Board procedures, or the terms of service of the meeting platform; and

• Any action that, in the reasonable judgment of the Authority, creates a threat to public safety, cybersecurity, operational integrity, or the orderly conduct of Authority business.

Nothing in this communication shall be interpreted to limit rights granted under the Pennsylvania Sunshine Act or applicable constitutional protections. However, consistent with established First Amendment principles, the Authority may impose reasonable and content-neutral time, place, manner, cybersecurity, and procedural restrictions necessary to ensure meetings are conducted safely, securely, efficiently, and without disruption.

The Authority may remove, disconnect, or otherwise restrict a participant without prior warning when immediate action is reasonably necessary to maintain order, protect participants, prevent disruption, preserve cybersecurity, mitigate operational risk, or ensure the continued conduct of public business. Any such action shall be limited to the extent reasonably necessary to address the identified concern.

Nothing in this communication creates a right to unlimited participation in Authority meetings. The Authority retains the right to establish, amend, and enforce reasonable rules governing attendance, participation, security, decorum, and meeting administration consistent with applicable law and Authority governance requirements.
